A lot hang-tag that says Made in USA or American built is a marketing sticker. It is not the IRS final-assembly record for the One Big Beautiful Bill Act car-loan interest deduction.

The IRS Working Families Tax Cuts pages describe a temporary deduction for tax years 2025 through 2028 for interest on a loan used to purchase a qualified vehicle, up to $10,000 of qualified interest a year, with a MAGI phaseout over $100,000 ($200,000 joint). Those pages require final assembly in the United States. They also say taxpayers may rely on the vehicle’s plant of manufacture as reported with the VIN, including NHTSA’s VIN Decoder. Topic no. 505 repeats that final assembly must occur in the United States.

Myth: the hang-tag is the assembly record

Lots still hang Made in USA, Made in America, and American built tags on the mirror. Some add a flag. Some say “includes final assembly.” That copy is advertising. It is not NHTSA vPIC and it is not an IRS form.

The IRS pages this site cites point to final assembly and to plant of manufacture as reported with the VIN. A hang-tag can be wrong, leftover from another unit, or written for a different rule. Do not treat it as the assembly gate.

The Monroney window sticker is a different document from a lot hang-tag. Even that label is not what this site scores. AssemblyAlert reads public `PlantCountry`.

Myth: “assembled with US parts” or a US brand is enough

Final assembly is not “designed here,” “headquartered here,” or “has US parts.” A US brand can be bolted together in Mexico or Canada. A foreign brand can have a US plant. The Working Families Tax Cuts pages do not substitute a parts-content story for plant country.

If the lot says “American made” and the VIN decode says Mexico, the decode is the check this site runs.

Myth: a VIN that starts with 1, 4, or 5 is US-built

VIN position 1 is a WMI screen only. Characters 1, 4, and 5 are often assigned to the United States. They are never the AssemblyAlert verdict. A BMW VIN that starts with 5 (for example 5UX) can still be assembled in Germany.

Do not treat a leading 1 as “US built.” Check `PlantCountry`.

  • Canada, Mexico, Germany, and other countries fail
  • Puerto Rico is not a pass
  • An empty plant country is unknown, not a pass

US-assembly copy stays exact: Passes the US-assembly test / Fails the US-assembly test / Could not determine. Model year is a separate new-vehicle signal. An older US-plant car can pass assembly and still fail original use. Plant-country Pass is not the deduction.

Other IRS gates a sticker does not rewrite

Clearing assembly — if `PlantCountry` is `UNITED STATES (USA)` — does not mean the interest is allowed.

  • Tax years 2025 through 2028
  • Up to $10,000 of qualified interest
  • MAGI phaseout over $100,000 ($200,000 joint)
  • Loan originated after December 31, 2024
  • Used to purchase a vehicle — lease payments do not qualify (Do auto leases qualify?)
  • Original use starts with the taxpayer — used vehicles do not qualify (Do used cars qualify?)
  • Personal use; lien; GVWR under 14,000 pounds
  • VIN on the return for any year the deduction is claimed

Use the 2025–2028 checklist as a gate list. Use the interest estimator for the dollar cap and MAGI slider. Fact cards print the same IRS-stated lines, including US final assembly.
